Overview

The Asia New Bay Area (ANBA) is a waterfront urban development zone located in Kaohsiung, Taiwan. Initiated in 2011 under then-Mayor Chen Chu, the project aims to integrate Kaohsiung Port redevelopment with city land use, transforming the area into a modern hub for culture, technology, tourism, and commerce. It is now considered a landmark district symbolizing Kaohsiung’s transition from an industrial port city to a diversified, innovation-driven metropolis.

Land Redevelopment

About 80% of the land in the area is owned by public or state-owned enterprises, enabling streamlined development. The redevelopment of the former 205 Arsenal site (about 57 hectares) is planned for corporate headquarters, commercial centers, R&D facilities, and residential complexes, with full development expected by 2027.

Trends & Future Outlook

• Often referred to as “Kaohsiung’s Xinyi District” (comparable to Taipei’s premium CBD), the area has high real estate demand, with luxury housing prices reaching up to NT$650,000 per ping (~US$7,000 per m²).

• The local government is promoting a Green Finance and Smart City model to attract investment exceeding NT$5.3 billion, aiming to establish a vibrant ecosystem combining finance, technology, and sustainable urban living.
